  • 1 tbsp oyster sauce (halal-certified)
  • 1 tsp sesame oil
  • 1 tsp black pepper
  • 1 tsp smoked paprika
  • 1 cup beef broth (halal)

For the Filling

  • 2 cups finely shredded green cabbage
  • 2 green onions, finely sliced
  • ¼ cup chopped fresh cilantro
  • 1 tbsp soy sauce
  • 1 tsp sesame oil
  • ½ tsp white pepper
  • 3035 round dumpling wrappers

For Cooking

  • 2 tbsp vegetable oil
  • ½ cup water

For the Dipping Sauce

  • ¼ cup soy sauce
  • 1 tbsp rice vinegar
  • 1 tsp sesame oil
  • 1 tsp chili crisp or chili flakes
  • 1 green onion, finely chopped
  • 1 tsp toasted sesame seeds

Instructions

Step 1: Cook the Short Ribs

  1. Heat olive oil in a Dutch oven or heavy pot over medium-high heat.
  2. Brown the beef short ribs on all sides.
  3. Add onion, garlic, and ginger, and cook until fragrant.
  4. Stir in soy sauce, oyster sauce, sesame oil, smoked paprika, black pepper, and beef broth.
  5. Cover and simmer on low heat for about 3 hours, or until the beef is fall-apart tender.
  6. Remove the bones and shred the meat finely.
  7. Allow the meat to cool.

Step 2: Prepare the Filling

  1. Sprinkle a little salt over the shredded cabbage and let sit for 10 minutes.
  2. Squeeze out as much moisture as possible.
  3. Mix the shredded beef with cabbage, green onions, cilantro, soy sauce, sesame oil, and white pepper until well combined.

Step 3: Assemble the Dumplings

  1. Place one dumpling wrapper on a clean surface.
  2. Add about 1 tablespoon of filling to the center.
  3. Lightly moisten the edges with water.
  4. Fold and pleat the wrapper to seal tightly.
  5. Repeat until all dumplings are assembled.

Step 4: Cook the Dumplings

  1. Heat vegetable oil in a large nonstick skillet over medium heat.
  2. Arrange dumplings in a single layer.
  3. Cook for 2–3 minutes until the bottoms are golden brown.
  4. Carefully pour in the water and immediately cover the pan.
  5. Steam for 6–8 minutes, or until the wrappers are tender and the water has evaporated.
  6. Remove the lid and cook for another minute to crisp the bottoms.

Step 5: Prepare the Dipping Sauce

  1. Combine soy sauce, rice vinegar, sesame oil, chili crisp, green onion, and sesame seeds in a small bowl.
  2. Stir well before serving.
